Plano is considering how to address short-term rentals. A community survey was available in spring of 2023. Results from the Community Survey helped inform the deliberations of a citizen Task Force appointed by the Plano City Council last summer. In addition to the Community Survey, the City sponsored a community Open House to hear from residents and stakeholders regarding issues with short-term rentals in Plano. The Open House, held in August, allowed citizens to participate at a one-night in-person event, or virtually over the course of a week. At the Open House, early staff research and tentative findings from the Task Force were shared, and residents were asked to comment on whether they agreed or disagreed with the Task Force’s direction and findings to date. 

After reviewing the survey results and citizen input from the Open House, the Short-Term Rental Task Force expanded and finalized a set of Findings and related issues concerning the presence, conditions, and problems and/or benefits associated with Short-Term Rentals in Plano. These Findings were presented to the Planning & Zoning Commission and the City Council in public meetings in the early fall. 

The Short-Term Rental Task Force is reconvening in fall of 2023 to discuss any feedback from the Commission and City Council, and to commence a second phase of work ─ outlining potential solutions to issues raised in the Findings. The Citizen Task Force will work with staff and facilitators to develop concepts for potential solutions. If appropriate, City staff will use this to develop more detailed proposals and draft language for consideration by the Planning & Zoning Commission and City Council.
